The primary function of the meninges and of the cerebrospinal fluid is to protect the central nervous system.
The pia mater is the meningeal envelope that firmly adheres to the surface of the brain and spinal cord. It is a very thin membrane composed of fibrous tissue covered on its outer surface by a sheet of flat cells thought to be impermeable to fluid. The pia mater is pierced by blood vessels that travel to the brain and spinal cord.

Over the pia mater and separated from it by a space called the subarachnoid space is the arachnoid, a thin, transparent membrane. It is composed of fibrous tissue and, like the pia mater, is covered by flat cells also thought to be impermeable to fluid. The arachnoid does not follow the convolutions of the surface of the brain and so looks like a loosely fitting sac.
