The biggest factor in shaping the life of an individual is his/her education. And not just bookish knowledge mugged up to get an A+ in school, but the complete development of the individual's social, mental, and physical faculties.
The education system of a country plays a key role in the success of the country's citizens, and sadly, that's where the least attention is paid. Tutors and coaches are hired to make students better at learning, but very less discussion is done about the way things are taught.
There's a difference between literacy and education
Education is not the same as literacy. There are many literate people who cannot be classified as educated, because practical intelligence is also a crucial part of education. A person who does not know what and when to speak up may be literate but cannot be called educated.
Transfer of Learning

This means applying whatever you've learnt to real-world problems, not abstract situations. The thing is schools do an extremely poor job of promoting transfer of learning. In India, most schools encourage children to memorize the textbook and vomit information out onto the paper. Even in math, students are told to solve problems in a systematic manner and write down the solution exactly in the manner told. If a particular property is not written, marks are lost. It's like being given a template and told to just fill in the gaps. Also, because some children may hate a particular subject, they may be able to solve problems in class, but won't keep this knowledge in their long-term memory and may forget how to do it a few months later.
Uneducated people are put in-charge of education
When a simple job as a clerk requires candidates to be high school graduates, why is it that the most important job in the country, the job of the Prime Minister, has no such prerequisite?
