The heating caused due the passing of electric current through any material is called the heating effect of electric current. Eg, elecric heater. You can see this effect even in incandesent lamp. This is why they radiate heat alongwith light and thus consume relatively more electricity than CFLs.
The relation between potential difference, resistance and time is:
let heat energy=E, potential difference=U, resistance=R and time=t, then
E=(U^2/R)*t

when we pass the electric current in a conductor having resistance , heat is generates due to the transformation of electric energy into heat energy, this phenomenon called as heating effects of electric current

resistance is amount of resistivity in a conductor
according to ohm's law,
current is directly proportional to voltage and inversely proportional to resistance
hence potential difference and resistance are inversely proportional
