Answer:

The separation of charges exists like in a capacitor. The two oppositely charged layers constitute the Helmholtz double layer. The double layer was compared to parallel plates by Helmholtz. A potential difference is thus created between the metal and solution.

Answer:

Helmohltz layer:

region existing at the boundary of two phases and assumed to consist of two oppositely charged layers (such as a layer of negative ions adsorbed on colloidal particles that attracts a layer of positive ions in the surrounding electrolytic solution) — called also Helmholtz double layer.
