So Internet is a very vast thing. We are just familiar with 4% of web, anything we search on google and we get a result, that's the part of a normal web ( Surface web ) .

If we go deeper, there is dark web. It can't be surfed normally as you can surf surface web, it requires a special search engine.

It's hidden as it's not safe to go there, most of the people on deep web are hackers or experts. Even surfing deep web is illegal in India.

Mostly it is used to do illegal stuff that's why it's illegal

Surface Web : It is also called Indexed web. This is the web only which is visible to us. This is the web available to general public. And it search able with web engines.

Deep Web : When we go deeper inside the web, it is known as dark web or say Deep Web. It is not generally used by the common people. It requires a special type of engine.
