Are you talking about an Animal cell or plant cell. Wel, if it's Animal cell, then it's the outermost covering of the cell. You may have recognised a mosquito net. It protects the house from unwanted rodents and flies. It allows the enter of Air in and out. Same is the case with the Cell Membrane (or Plasma Membrane.) It is selectively permeable, i.e. lets enter and exist of certain substances only. It lets useful molecules enter the cell eg. Water, Salt, Oxygen, etc. It keeps useful molecules in the cell eg. Enzymes, Proteins. And it lets waste leave the cell eg. Carbon Dioxide. Cell Membrane also lets the cell to maintain Homeostasis which means that it helps to keep the constant internal environment even though of the changes outside. Hope you understand. Thanks!

The cell membrane, therefore, has two functions: first, to be a barrier keeping the constituents of the cell in and unwanted substances out and, second, to be a gate allowing transport into the cell of essential nutrients and movement from the cell of waste products.
