They are politically neutral and their main job is to facilitate the effective working of different government departments and policy implementations. They, however, work under the control and leadership of the ministers.

In a broader sense bureaucracy consists of all the permanent government employees from peons to the high-level public servants. These people are highly educated and they acquire permanent positions and they are not affected by the change in political parties governing the state.

Bureaucrats or civil servants play a major role in the public administration and there are required by the elected government to implement and keep a check on the effective working of their policies.

They also play an indirect role in the making of laws. As they are the ones responsible for drafting the framework and the bills that are submitted to the legislature by the ministers for lawmaking. They assist ministers by providing them with all the necessary information that is required by the legislature.
