If we compare Kerala, Maharastra and Bihar on the basis of Infant Mortality Rate, Literacy rate and net attendance ratio, we find Kerala has the low infant mortality rate, high literacy rate and more attendance ratio. On the other hand, Bihar has the highest infant mortality rate, low literacy rate and less net attendance ratio.Maharashra lies in the middle of the two.

Kerala has a low Infant Mortality Rate because it has adequate provision of basic health and educational facilities. Government has taken appropriate steps on health and education which has increased literacy rate as well and the net attendance ratio. But, in Bihar such steps are lacking which has reduced its overall development ratio.
