It says about the presence of water every where but yet not even a drop is useful. The water of ocean is salty, so sailor can't quench his thirst with it

In this poem the poet wants to say that, they are surrounded by water but, there was there was no single drop to drink, as far as they could see, they could only see the salty water of the sea.
