Because it's not worth the effort.

I. Please understand the basics of POK:

1. Terrain: it's mostly a very high mountainous region which is very tough to capture and to control. Topographic map below shows it has high concentration of worlds highest mountains.

2. Approach: Kashmir as a whole has very limited approach from India but has better approaches from Pakistan. (That's why we could not take it's total control during first war and thus POK was formed.)

3. Demographics: POK has major anti India and Pro Pakistan sentiments. So even if we capture it, we can't retain it. And till we retain it people of that area will be a major security risk for rest of India.

II. In case India tries to occupy POK:

A. Pakistan Defense: Pak will heavily resist the move. And due to above 3 reasons in it's favor, Pakistan has big advantage over India in POK.

B. China’s Interest: Pakistan is China's major ally and largest arms buyer. Also China is heavily invested in POK with multiple projects. CPEC which will serve as lifeline to western China, passes thru POK. So China will directly fight any threat to POK.

C. Nuclear Deterrence or MAD: Not to forget all three countries are nuclear capable. This will work as deterrence to full scale war. If this deterrence fails and nukes are used, there will be Mutually Assured Destruction (MAD) due to close proximity.

D. International pressure: LOC is the ceasefire line, crossing it will be considered as act of war. And thus the issue will become international and that’s Pakistan’s wish to internationalise the issue. Also international sanctions may follow. This will cripple war efforts as India imports much of its arms and fuel.

E. Development: India is creating an image of responsible, pro development and stable country, suitable for investment, India can't afford to waste it. Because businesses don't like uncertainty.

III. If India occupies POK:

i. Due to very tough terrain and anti India demographics, retaining POK will only cause India huge effort and resources. Already we are struggling to integrate Kashmir valley from last 70 years.

ii. Till we retain it people from that area will be a major security risk for rest of India. As terrorist camps will come within India. And due to terrain it’s not easy to comb those off (we are already struggling in Kashmir Valley to get rid of terrorists). Also then we will directly border world’s most active terrorist (also Taliban) areas in Pakistan and Afghanistan.

iii. What POK has to offer to India? Yes there is tourism potential, but how much of tourism potential are we able to materialize in J&K in last 70 years? (don’t assume that if we capture POK, there will be peace all around, security situation will be worse).

On other hand if we use same effort, resources and focus towards our development, we can prosper much more.
