There is no anion nor cation. It's just a complex in which two negative ligands are present Cl and NO2 which are surrounding Pt.

The charge over NO2 is -1 then that's of 2 NO2 will be -2 and that's same for Cl, Cl have -1 charge then Cl2 have -2 charge.

Hence we can see that there is no charge over complex then means the complex is neutral so that's way we have to cancel the charge in the complex to make it zero.

Charge of 2 ligands sum -4 then it's means that Pt has +4 charge to cancel it.
