As you can see , a hydroxyl group is attached to the benzene ring, so it will be a phenol
Numbering of the benzene ring begins from the carbon atom attached to the hydroxyl group and is done in such a manner that the first nitro group gets the lowest numbering.
So, the nitro groups ( -NO2) get the lowest numbering of 2 and 5.
So, the IUPAC name of the molecule is 2,5-Dinitrophenol
