first you have to take the longest parent chain, here the 10 carbon chain is the longest with 2 substituted ethyl groups. now we've to give number to the ethyl groups , since there is a double bond , it should be given the least possible number i.e, 4 so that the parent chain becomes dec-4-ene and now there are 2 ethyl groups in 5th and 6th carbon so the iupac name will be 5,6-diethyl-dec-4-ene
