In 2009, while President Zuma's first time, his Nkandla residence was largely renewed and improved. The Presidency announced these were valid security rises. Despite, it soon appeared that the rises introduced non-security characteristics like a swimming pool and cattle kraal. The Public Protector, Thuli Madonsela, opened an inquiry into the apparent misapplication of country sources. On 19 March 2014, she published her so-called Nkandla report, which determined that some of the rises were illegal and suggested that President Zuma pay back the funds used for them.
