A Gram Sabha consists of all adults living in an area covered by a Panchayat. Sarpanch, the Panchayat president, is elected by all the members of a Gram Sabha. The Gram Panchayat has a secretary who is also the secretary of Gram Sabha. The secretary is not an elected authority but is appointed by the government.

Gram sabha is a general meeting of all the adults of a Village While A gram panchayat is the executive committee of the village and Sarpanch or Pradhan is the head of the Gram Panchayat .He is elected by conducting an election on the basic of Universal Adult Franchise after every 5 years
