The United States shall guarantee to every State in this Union a  republican form of government and shall protect each of them against  invasion; and on application of the legislature, or of the Executive  (when the legislature cannot be convened), against domestic violence.

But what is a Republican form of Government?  This is probably the most important section of the Constitution. In this section the founders mandate a republican government, where as, in other sections of the constitution that confer powers or authority to congress, there is a latitude in the exercise  of that conffed power or authority.

example

"The Congress shall have power to lay and collect taxes, duties, imposts and
excises . . . ." - United States Constitution, Article 1, Section 8, Clause 1:

In this instants, congress may or may not choose to use this power, however Congress may not choose whether to provide a Republican form of Government.
