There are 2 major problems with IPv4. The global population has risen up to around 7 billion people. Almost half of this population have computers and around 6 billion are owners of mobile phones. If IPv4 addresses were given to every person, around 3 billion people would not get the IPs. It is therefore futile to regain the spaces of lost addresses.
IPv4 also has a concern for NAT overload. There exists a single IP with a string of IPs attached to it. This makes the provision of internet security more complex

- First of all, if we handed out just 'one IPv4 address to every person', we would be short of 'IP addresses'. This makes 'reclaiming lost address space' essentially pointless. Obviously, 'more addresses are needed' for a 'modern Internet'.
- The problem with 'IPv4' is 'network address translation' (NAT). 'Overloaded NAT' - a 'single IP' with 'multiple private IPs' behind it - breaks up quite a few applications and offers little additional security against Internet threats. This 'results in a cost increase' without a 'counter-benefit'.
