Here , 2 is the maximum numbers of electrons that by which it can associated with the given set of quantum numbers  n = 3, l = 1 and m = –1.

Reason / Explanation :-

 The given set of distribution is 
⇒ 3,1,-1,1/2 and 3,1,-1,-1/2
 This orbital is having 3p_{z}  

So by Pauli's exclusive principle,  two electrons of each π  having spin
 = +1/2 and -1/2.

so in result the orbital have maximum of two electrons with opposite spins.
