maximum radius can be l/2
as breadth of rectangle usally is greater than length but circle is even from all directions
so circle should be in center and because of small length all the time circle can touch horizontal and can't get bigger than that
And circle is even from all directions so diameter will be maximum L so radius will be
L/2
