maximum value of pH of an acidic solution is up to which the no.of replaceable H+ions are present which is maximum to 6.9 because 7 is a pH for neutral soln.similarly for bases ,no.of replaceable OH- ions determine the basic nature which starts from 7.1 to 14.You can measure pH of 0-14 only on a pH scale.
