It’s simply 2 divided by 3. Now you can express that as a math equation for lower level students by saying 2/3=? which indicates the intent for the answer to be expressed in terms of a decimal.
However, in algebra 2/3 is often left expressed as a fraction. Maybe this will help: Imagine a pie cut into 3 pieces, but only 2 pieces are left. How do you express the amount of pie remaining from the original? 2/3, or 2 out of the 3 that made up a whole. Which is why 3/3=1. That is a whole.
