Let's break the word into two. 'Imperialism' is the phenomenon that involves a country using power to dominate another land for its own selfish motives. 'Carbon Imperialism' is when the world's developed nations instruct the developing nations to not use coal and other non-renewable energy resources to fuel their growth, but instead use cleaner, renewable energy forms (which are expensive). Central to this is the fact the most of the population in the last century has been caused by the developed nations themselves in the process of becoming 'developed'.
While there seems no harm in using renewable energy, using expensive energy options impedes the growth of the developing nations in the absence of any support from the developed nations themselves. It is absolutely fine for the developed nations to ask the developing countries to use renewable and cleaner energy for we share the planet together. However, by the same token, developed nations too are expected to invest and help the developing nations cope up with the natural disasters and catastrophes that impede their growth. We all share the planet and its problems, after all.

Carbon imperialism has started gaining importance in the recent past. This involves the insistence of developed countries to developing countries on how to better themselves using renewable resources like carbon. Doing this will save the planet from various problems like pollution.
The term carbon is used to refer to the deployment of renewable resources such as carbon instead of opting for cheap fuel sources like coal.
The term imperialism is used because developed countries are forcing their non-developed counterparts to use expensive resources. They have the right to do this for the sake of maintaining a clean planet shared by both the developed and developing nations. But, using such resources causes a drain on the economy of developing countries. So, the developed nations are expected to help their counterparts by making reasonable investments in them.
