This means that if any person breaks something, they need to pay for the damage or broken thing.
The same happens with Mrs Umney who pretends as if she is in unconscious state and keeps breaking the things which are highly expensive.
So that is why this phrase has been used for her.

If someone break something, then it is compulsion for them to pay damage or breaks.
