what is the meaning of electronegativity?

ans=>  Electronegativity is a measure of the tendency of an atom to attract a bonding pair of electrons. The Pauling scale is the most commonly used. Fluorine (the most electronegative element) is assigned a value of 4.0, and values range down to caesium and francium which are the least electronegative at 0.7.

why chlorine is less electronegative than fluorine?

ans=> fluorine is the most electronegative element in the periodic table. It is much smaller in size than chlorine and has a greater tendency to attract electrons than chlorine. However, the electron gain enthalpy of chlorine is more negative than fluorine. This is because fluorine is smaller in size than chlorine.
