Inequalities that are "entrenched", that is, those that remain largely unchanged for "generations", are more harmful to a community. If some groups of citizens in a country have accumulated tremendous wealth, and the power that comes with it, the "society" will be split between those groups who are wealthy and powerful and those that have remained poor over decades. Differences between the classes will create anger and conflict over time. It may prove challenging to reform such a society and to make it more transparent and democratic because of the power of the wealthier classes
