When on discovers a resourse ,
The resourse should be accepted by all , like to mine coal in a remote village the people should accept or allow it
Should be accessible technologically, like the resourse found should be accessible by the existing technology.
And the resourse extraction is economically feasible, that does not use up a lot of money for extraction
