Rights given by the state create conditions for the development of the personality of people. It is argued that the realtion between the people and the state is a mutual one. If people benefit out of the rights given to them by the state, they must also do something for the state. Rights create an obligation. They necessitate the fulfilment of certain duties which people not only owe to each other but also to the state. It was included in the amendment of the constitution in 1976 so that people realize their duties towards the state.
