Idea is a thinking of a person.
A person how thinks, how much he thinks, how much knowledge do he gains after thinking, what is his final conclusion after making over views, what comes to his mind.

Idea is just an intangible imagination.

Whereas , Development is to process those ideas, To obey those ideas.

To convert the thinking into real life.
