What is the meaning of 'It will strengthen the nation externally as much by protecting its externally as stimulating its internal productivity. ' Can you please explain it in a bit easy language​

In what I could understood about it, first of all, this kinda reminds me of a text regarding the beginning of building China's Great Wall, which I just once skimmed through in a newspaper or book ig, but... anyways, if we do try to understand it, especially way back about 60s, war and conflict over conflict was over everywhere that time, so like if we put or if I put myself in a position of a leader, specifically, a President of a nation, that above would probably my ever-so infamous line once I d*e or something, what I'm trying to say is that... The texts above is trying to say that for ex. a nation who's nothing but a paper tiger to overpower the rest of its real deal neighboring nations, a nation must first knew how to put up a tough pretend shell over a weak original appearance, while at the same time, trying to pull manpower, or like recruiting or training my own army, which is obviously just me buying time for the paper tiger nation of mine to fully transform as a real deal tiger...

anyways, that's just my opinion, don't know what the f I'm talking such a lot of nonsense about xD
