Every atoms in the periodic table has only one goal, that is to become stable. In order to become stable they gain electrons. When gaining some electron or the process of accepting an electron goes by this way, either exothermic or endothermic reaction. Here come the electron gain enthalpy, the enthalpy change is associated with some isolated gaseous atoms during their process of gaining electron to form corresponding anions.  

For example: The electron gain enthalpy of any halogen gas is highly negative as they need only one electron to become noble. As it the other hand they are highly positive because of the placement of extra electron in the higher principal quantum level.

Hence the second electron gain enthalpy is the process of addition of second electron to a negatively charged ion in an expectation of getting a positive charged ion.
