what is the meaning of sin i / sin r = constant
I can't even make heads or tails of it.

Please give an explanation of sin cos and tan too in very easy format so that I can understand.

Sine, Cosine and Tangent are mainly used in Trigonometry. They're based on a right angled triangle. Sine, Cosine and Tangent are all a ratio of sides of a right angled triangle. Look at the picture for a example.
