Since chlorine is more electro negative than hydrogen so it withdraws bonding electrons towards itself.so there is partial charge separation between them. Chlorine gets partial negative charge hydrogen gets partial positive charge. So bond between them is not completely polar. It has some covalent character. So HCl is polar covalent compound so it is soluble in both polar and non polar organic solvent like acetone and toluene.
