These lines from 'Mrs Packletide's Tiger by Saki describe Miss Mebbin's protective elderly attitude towards money. She was so greedy about money that she lever let any opportunity of grabbing money slip by. Here the less sympathetic hands refer to the hands of those friends and relatives who were liberal in spending money in tips, etc. She would not let them spend a centime extra.

It means that Miss Mebbin(Mrs. Packletide's Paid Companion) was too materialistic.

She didn't want to spend money at all.She was able to save money in giving tips at Moscow Hotel and other things of interest because of her nature.
