Least count is random - It depends on the instrument and even the size of object when it cannot be accurately measured.
Least count is of limited size - Example In a scale least count is 1 mm and cannot exceed 1mm or become less.
It can be systematic when we are aware of the least count. Example we write 5 +/- 0.1cm . Ncert can sometimes be really hard to understand.
