Here, he describes the beauty of nature. How beautifully things unfold in nature’s lap.How serene and heart-warming it is to see nature with it’s originality is intact. The last para goes like this
“If this belief from heaven be sent,
If such be Nature's holy plan,
Have I not reason to lament
What man has made of man? “
The writer wonders if this simple development of almost everything like flowers, birds etc has been a holy plan made up in heaven and how wonderful it is to go by this. Then he laments how man has drifted away from nature. In his pursuit for comfort and wealth he has moved away from this holy plan and this saddens the poet and hence the statement “What man has made of man?”

Answer:
What man has made of man, he is referring to the works of Man, which are negative actions such as wars, producing sorrow and conflict, in contrast with the works of Nature--positive creations such as flowers and birdsong, which produce beauty and happiness.
