This proverb means that no matter how much you know in theory about cooking a simple dish ,unless you can practically go in the kitchen and cook it ,the bookish knowledge is in vain. This is because you may face a lot of untold challenges while you practically try to do something which can be dealt only with your instincts which no book has a guide to.
So unless you have practically tried a thing,it's no use having information about it in black and white.
