Darling dreamers is reffered to the siblings of poet. Mother of the poet used to look down at them at night when they were having pleasent dreams as she knew that she could not see them till next morning.

The sound of the raindrops falling on the roof of his house brings back sweet memories (of his mother) of the past.He says that the night's raindrops are like the sad dark night's tears.
