Underemployed refers to the situation when one does not have a job that is full time, It is different from unemployment as the person is employed meaning he has a job but his skills are higher than the job he has undertaken.

An example would be that George has completed his degree in engineering but he has gotten a job as a sales clerk. Since he has a job so he is not unemployed, however since his job does not reflect his set of skills so he is underemployed.
