it means that the women and men are at equal every moment of the life. women can do anything in this world and they can equally participate in all activities. and even 51% are the women in this world and remaining 49% are the men ....if men get education it means 49% population is educated but if men and women equally get education it means 100% of the population is educated and (if men get education it means only one person is educated and if women get education it means the whole house is educated)
