 Basically, you are being asked to say something about what academics call "the historical context" of the novel. The novel was written and published at a particular time in history, and so it reflects some of the concerns of its time. So your answer might start by saying that the 'message' of the book would have been understood differently in 1895 Britain than in 2012 USA. Wells was writing at the end of a long period of industrialization, and his novel reflected the split between the urban industrial working people and the rest of society. But his themes are still relevant today in different ways - his portrayal of an underground-living technical race and the happy Eloi could be seen as reflected in the sharp split between our own techie Internet culture, and all those who unthinkingly live on the fruits of that techie culture, for instance.
