 \frac{ {2}^{4} }{ {2}^{k} }  =  \frac{1}{ {0.5}^{ - 3} }
 {2}^{4 - k}  =  {0.5}^{3}
2 =  \sqrt[4 - k]{0.125}
 log_{2}(0.125)  = 4 - k
k = 4 -  log_{2}(0.125)
We know that log base two of 0.125 is (-3)
k = 4 + 3 = 7
