A healthy 70-kg adult male has about 5 litres of blood. He can survive on 3 but he is likely to die if he loses more and it isn't replaced.

An alternative way to look at the question is the concentration of haemoglobin in his blood. When healthy, this is about 150grams per litre of blood.

If he bleeds, and the volume is replaced with watery fluid (such as saline) he can cope quite nicely with a haemoglobin of 70, and there are recorded cases of people surviving whose haemoglobin was significantly lower.
