(Given that the laws are less well understood on extremely small scales, we might find it different as we learn more.) Germanium has the highest refractive index I have found. It is slightly over 4. Theoretically, I don’t know of a limit for refractive index, but it may exist. Some may argue that mirrors mathematically prove an index of less than 1.
