When the resistors are connected in parallel the equivalent resistance is smaller then the value of smallest resistor in all the resistors connected. So if we want minimum resistance all the resistors should be connected in parallel to get smallest resistance.

Connect 5ohm resistor each in parallel ,1/(5)+1/(5)+1/(5)+1/(5)+1/(5)=1

Min resistance occurs at oarallel combination. 
So we have Rp= (1/5)/5 = 1/25 ohms
