For minimum resistance the all resistors must be in parallel

therefore,

effective minimum resistance will be

 \frac{1}{8} + \frac{1}{8}  +  \frac{1}{8}  +   \frac{1}{8}  +   \frac{1}{8}   =  \frac{1}{r}

which will give

 \frac{8}{5}ohm  =  r

or 1.6 ohm

For obtaining the minimum resistance from the five resistors , we must connect all of them in parallel

the resistance = R/n = 8/5 = 1.6
