Let the two numbers be x and y.

 = > x \times y = - 18

 = > x + y =?

All possible pairs of x and y with their sums are :

 = > ( - 1,18) = > 17

 = > ( - 2,9) = > 7

 = > ( - 3,6) = > 3

 = > ( - 6,3) = > - 3

 = > ( - 9,2) = > - 7

 = > ( - 18,1) = > - 17

And minimum sum of them is -17.

And hence two numbers are -18 and 1.

Hope this answer helps you ^_^ !
