It depends how you placed the mirror and what you assuming, if you are taking image of only needles keeping no. same then there is two possiblities of image..

1. If you fix the mirror on vertical axis i.e. right or left side of the clock keeping reflecting part of mirror towards Clock then time will be 12:30

2. If you fix the mirror on horizontal axis i.e. above or below the clock keepint reflecting part of mirror towards clock then time will be 7:00

( as small needle will be between 6 and 7 and large needle will be at 12 so we can write it as 7:00 )
