This poem by Vikram Seth is a humorous satire on people in power. The poet has humorously presented the idea that it does not matter to people who their ruler, king, or head of state is as long as he allows them to live in peace, liberty and the principles of laissez faire.

The poet has satirized the method of dispensing justice by autocrats, people in power, especially the bureaucrats and administrators, and the severest satire is on the ‘King’ head of state, who has been portrayed as the most foolish person.  

The poem echoes the bad-governance of countries where each successive Government blames the previous one for lack of progress. People are fed of the idle, lazy, unimaginative, foolish, selfish and self-centered politicians, ministers, CM’s etc. Owing to their short-sighted and lack of will to serve people and their country, India remains lagging behind.
