The n-factor for $\bold{\mathrm{Na}_{2} \mathrm{CO}_{3}}$ is 2 whereas the n-factor for $\bold{\mathrm{NaHCO}_{3}}$ is 1.  

The n factor is the number of H ions that can be replaced in the chemical compound. Whereas for salt the n-factor is determined by the number of positive or negative ions that is present in the salt.  

On that note, the $\mathrm{NaHCO}_{3}$ contains one H ion which can be replaced and the $\mathrm{Na}_{2} \mathrm{CO}_{3}$ contains $2 \mathrm{CO}_{3}$ ions and hence the n factor is 1 and 2 respectively.
