From my observations during a 15-month (and continuing) stay in the city:

1. Men not peeing around dustbins or elsewhere in public places

2. More public toilets in the city

3. Drinkable water provided by the Municipal Corporation

4. A drainage system that actually works and the roads don't get flooded by half an hour of rain

5. Auto rickshaws which go by a reasonable metered fare system, and the drivers are not super-rude

6. Better road-traffic management

7. People in the service/hospitality industry (restaurants, transportation, shopkeepers etc) understanding the meaning of "Service" and not treating you like they're doing you a favor by providing you their services

8. Disciplined foot traffic in crowded places like T. Nagar. Also, disciplined commuters in the MRTS
